Until They Change What Is in Themselves

The next part of this same verse 11 is one of the most oft-quoted verses of the Qur'an, familiar from many a khuṭbah: inna Allāha lā yughayyiru mā bi-qawmin ḥattā yughayyirū mā bi-anfusihim — Allah (swt) will not change the condition of a people until they first change their own condition.

The sense is that if a people are downtrodden, in disarray, looked down upon, humiliated and suffering, they had better seek help — that is, they had better do something, and do whatever lies within their means to change their situation. They cannot simply sit and make duʿāʾ alone. They must make an effort.

This is what Allah tells us here: that He will not change your situation until you take the first steps and set in motion whatever means you can muster yourself. That says everything. If you have a problem, if you have lost something, or if something grieves you deeply, it will not simply go away; you will have to make an effort in order to make a difference.

Our task is only to make the effort that lies within our ability. It is not claimed that we can change the situation; but we do whatever we can, while keeping our hope in Allah, and then Allah, in shāʾ Allāh, will help. That is what is to be understood from these very prominent verses.
